The postal services in Kenya from 1948 to 1977 were provided by the organization of East African Posts and Telecommunications Corporation. However, the country launched its own monopolistic communication firm KPTC when the East African Posts and Telecommunications Corporation’s business was ceased. In 1990 the policies of the Kenyan government changed according to the new reforms made by the International Monetary Fund (IMF). One of such reforms required the separation of postal and telecommunication services in Kenya. KPTC was supposed to win over an IMF loa n opportunity if its business was privatized. However, IMF did not sanction the loan to KPTC because of the rising amount of corruption in the operations of the Kenyan government. Finally the board of directors were terminated from KPTC by the government in 1999, before IMF officials came over in the country. It was at this juncture that the monopoly privatized company of KPTC in Kenya broken up into three companies. Among these three organizations, Telkom Kenya was the company involving in providing telecommunication services. Postal services were delivered by Postal Corporation of Kenya and Communications Commission in Kenya was a separate nationwide authoritarian body created in the company. While walking in the theater, I had seen hundreds of parents, grandparents, children, and even alumni students’. My family was there, excited and cheering for me because I had finally made it. I was backstage getting ready for the walk on stage and thinking that I had finally reached the one day that would end college life and start a new life in the workplace. The time came for all the graduates to line up and start heading on stage to begin the ceremony. The walk to the podium seemed to take forever, as if we were waiting in line at Cedar Point. I just wanted to get my college degree, and get the day over with, but we had to wait for the band to start playing as well as the Valedictorians and Salutatorians to begin. I was excited and scared at the same time because I knew that once I walked across that stage everything would be different. The sound of the cheering, the stately music, the solemn atmosphere, and the joy of the students all play a part in creating this spectacle. It had represented the culmination of years of our hard work, careful planning, and studiousness. We must say goodbye to the fun and excitement of college days and enter the real world. As graduates, we’re reminded of duty to uphold and the finest traditions of the university and act in a spirit of honesty and integrity. During the graduation exercise I became bored. Analysis of Joyce Carol Oates' Where Are You Going, Where Have You Been? In Joyce Carol Oates' â€Å"Where Are You Going, Where Have You Been?† critics argue whether the character of Arnold Friend, clearly the story's antagonist, represents Satan in the story. Indeed, Arnold Friend is an allegorical devil figure for the main reason that he tempts Connie, the protagonist, into riding off with him in his car. Oates characterizes Arnold Friend at first glance as â€Å"a boy with shaggy, black hair, in a convertible jalopy painted gold†(581). She lets the reader know that Arnold is not a teenager when Connie begins to notice the features such as the painted eyelashes, his shaggy hair which looked like a wig, and his stuffed boots; these features led her to believe he was not a teenager, but in fact, much older. Oates does make Arnold out to be a psychopathic stalker, but never objectively states the diabolical nature to his character. In â€Å"Connie's Tambourine Man†, a critical essay on the story, the authors write about Arnold Friend: â€Å"There are indeed diabolical shades to Arnold just as Blake and Shelley could see Milton's Satan a positive, attractive symbol of the poet, the religious embodiment of creative energy, so we should also be sensitive to Arnold's multifaceted and creative nature†(Tierce and Crafton 608). Mike Tierce and John Michael Crafton suggest that Arnold Friend is not a diabolical figure, but instead a religious and cultural savior. On a more realistic note, Joyce M. Wegs argues the symbolism of Arnold Friend as a Satan figure when she writes: â€Å"Arnold is far more a grotesque portrait of a psychopathic killer masquerading as a teenager; he also has all the traditional, sinister traits of that arch deceiver and source of grotesque terror, the devil†(616). She also writes about how the author sets up the idea of a religious, diabolical figure when she links popular music and its values as Connie's perverted version of a religion. Another hint is Arnold's almost supernatural, mysterious knowledge about Connie, her family and her friends(Wegs 617). The main reason why the reader would extract this diabolical symbol from reading the story is that Arnold's character bears striking resemblance to Satan's. Inflation refers to a persistent rise in the general price level in a given period of time usually one year. There are two main types of inflation namely, demand pull inflation and cost push. Demand pull inflation is caused by raising aggregate demand that pulls up prices in the economy. There are several factors that cause this type of inflation, for example, when government reduces income tax leaving consumers with more disposable incomes to spend. However, as far as this article is concerned it is basically cost push inflation that is of major concern. Cost push inflation is caused by rising costs of production that forces producers to increase prices of the final products. High food prices have been the main driver of inflation due to the drought that hit the country early last year. Agriculture depends on natural factors beyond human control such as weather. A drought will cause shortages that will result in escalating prices as shown in the diagram below. Figure 1 DD and S1S1 are the original demand and supply curve respectively. A drought will cause a shortage that will make the supply curve to shift to the left, that is, to S2S2 and price to rise from P1 to P2 as quantity decreases from Q1 to Q2. When the drought affects most parts of the country then aggregate supply of food will fall. This inevitably makes food prices to rise. Furthermore, the article says that the rise in inflation has also been due to increase in international crude oil prices that have resulted into increases in the pump prices of fuel. Fuel is a major component in the production process and so any increase in its price will increase production costs. Consequently, there would be a fall in short-run aggregate supply as shown in the diagram below. Figure 2 AD and SRAS1 are the aggregate demand and short-run aggregate supply curves respectively. A rise in cost of production shift the SRAS curve to the left that is, to SRAS2 average price increases from P1 to P2. Although inflation benefits sellers in terms of increased revenue, on the whole, it has several adverse effects. Some of these include reducing the living standard of especially fixed income earners, such as pensioners and salaried workers. This is especially since the article mentions that ‘the cost of living has been on an upward trend following increases in inflation that reached to 14.1%’. So anything that can help to reduce inflation is a welcome move. The title of this article â€Å"June Harvest to reduce inflation†¦Ã¢â‚¬  shows that relief is on the way. Reducing Inflation means that prices will fall making essential commodities affordable by the vast majority of the consumers. However, before the harvest brings the relief the government has a number of policies at its disposal that it may use to combat inflation. Government could use monetary and fiscal policies. For instance in the case of fiscal policies the government could increase income tax to reduce disposable income of consumers. This helps to reduce aggregate demand and so stabilizes prices. The problem with this policy is that it makes the government unpopular among the voters electorate. Furthermore, it may serve to worsen the unemployment problem and might also through down the economic growth in the long run. Government could also use the supply side policies. These are policies that are used by government to increase the supply potential of the economy. For example, the government could abolish minimum wage laws. This would make it cheap to employ workers but would also reduce total cost of production. Its disadvantage is that workers are bound to be exploited by their employers. In conclusion, government of Uganda should put in place a mechanism to prevent future shortage of food by operating buffer stock schemes. And although such schemes have problem, such as cost of shortage, but their existence helps to ease shortages of foodstuffs caused by unpredictable climate changes. After all, ‘prevention is better than cure’. This is important also because the government of Uganda has no control over the international crude oil prices.
